3. Responsibility and Authority
3.1 The use department is responsible for the subscription, daily use and storage of the law enforcement recorder.
3.2 The IT Department is responsible for the use training, maintenance and update of the law enforcement recorder.
3.3 The General Affairs Department is responsible for the registration and recovery of law enforcement recorders.
4 Management Regulations
4.1 When communicating with business owners face to face and dealing with problems, market management personnel shall take the initiative to wear and use law enforcement recorders to record the whole process of sound recording and video recording, so as to objectively and truly record the work situation and relevant evidence.
4.2 Before each use, the battery capacity and memory space of the law enforcement recorder shall be checked timely to ensure the normal use of the law enforcement recorder.
4.3 The law enforcement recorder should be worn on the left shoulder or the left chest, which is conducive to obtaining the best audio-visual effect.
4.4 When dealing with mass disputes on the scene, the law enforcement recorder may be held in hand for video evidence collection.
4.5 If the law enforcement recorder cannot be used or ceases to be used due to bad weather, equipment failure or other special circumstances, the market management personnel shall immediately inform the IT Department.
4.6 The IT Department shall be responsible for the unified storage and preservation of the audio and video data recorded by the law enforcement recorder. The audio and video data shall be stored once and every day for at least 3 months.
Audio-visual data recorded by law enforcement recorders shall be kept for a long period of time under the following circumstances:
4.6.1 The business owners shall evade, refuse or obstruct the legitimate management work of the market management personnel, or abuse, insult or beat the market management personnel.
4.6.2 Market management personnel involved in handling mass incidents and emergencies.
4.6.3 Events and cases that have been dealt with by public security organs.
4.6.4 Other important circumstances that are considered necessary for long-term preservation.
4.7 No one shall, without the approval of the Market Management Department, access to the audio and video data recorded by the law enforcement recorder. If it is necessary to consult audio and video materials for work, such information may be consulted only after approval. Unauthorized copying is not allowed.
4.8 When using the law enforcement recorder, the following behaviors are strictly prohibited by market management personnel:
4.8.1 No law enforcement recorder shall be worn or used in face-to-face communication with business owners and handling problems, or the whole process of sound recording and video recording shall not be conducted in accordance with regulations.
4.8.2 Delete and modify the original audio and video data recorded by the law enforcement recorder.
4.8.3 Privately copy, preserve, disseminate or disclose audio and video data recorded by law enforcement recorders.
4.8.4 Use law enforcement recorders to record activities unrelated to work;
4.8.5 Wilful destruction of law enforcement recorders or audio and video data storage devices;
Once the above situation is verified, the responsible person shall be punished with 500 yuan per time.
4.9 Instructions for the use of law enforcement recorders
4.9.1 Charge, plug and pull shall be carried out in strict accordance with the instructions. Excessive charging is not allowed, and plug and pull shall not be carried out in order.
4.9.2 Knock against is not allowed in use. Pay attention to waterproof, dustproof, shock-proof and fall-proof.
4.9.3 Follow the principle of "who USES it, who keeps it, who damages it and who is responsible for it" and take corresponding treatment measures. Once damaged, according to the actual situation, compensation shall be made according to the price and certain punishment shall be given.
4.9.4 The General Affairs Department shall conduct random checks on the use and management of law enforcement recorders, and give warning or punishment for any violation found.
